Note that most old programs can still be run using emulators. The software might require Mac OS 9 or other versions of the classic Mac. RetroArch can run on the usual platforms like Windows, macOS and Linux, but it stands alone in that it can support far more platforms beyond just that. Another fairly 'modern' browser for MacOS 8.6-MacOS 9.2.2 is WaMCom 1.3.1, 'Web and Mail Communicator', a modestly enhanced and bug fixed version of Mozilla 1.3.1.
